Animal imagery of this type—particularly the ibex/goat motif—is extremely common across Central Asia and Eastern Iran from the Bronze Age through the early Iron Age, and later persists in local administrative and tribal seal traditions
The ibex often carried symbolic associations related to strength and vitality
The simplicity of the design, absence of script, and emphasis on a single powerful animal figure suggest a local or regional administrative seal, possibly used for marking ownership, goods, or documents
